The True Cost of 1 Hour of Learning?

While preparing some statistics about how many hours a year I spend on staff training I found this infographic

on the True Cost of 1 Hour of Learning.  These statistics were taken from 249 organisations.  I wonder how many staff these organisations have per course developed and how in-depth their planning it? 

What do others think about this representation of time? Do you think it’s accurate compared to your experiences?
